Reordering INITS on a Mac

BD's FACStation Quadra 650, System 7.1, 16 MB RAM:

1) Every time I use Apple File Exchange, the system crashes (screen goes blank)
upon exit. The file is lost unless it is used by some application before
quitting AFE. It did this before and after the latest (4/94) System 7.1 patch.

It works without Extension loaded. Should I try to change the *order* of INITS?
And HOW do I do this?

2) Is there a way to make my own Apple Menu Sub-menus like one can with System
7.5 (Quick keys does it automatically)? Making a folder inside the Apple Menu
folder doesn't do it
