Recharge accounts and federal regulation of them?????

Another option is to designate some of the funds you might receive through
higher off-campus/private company rates for capital improvements, assuming
that your non-University funds are significant enough to cover instrument
replacement/upgrade expenses. We accumulate funds and then request a match
from the University (like the match comittment they have to make for a
shared instrument grant) to purchase or replace instruments (large or small).
